Nuclear power fuels road link

MAYBE I'm an old cynic but there has been one thing about the
proposed new Heysham-M6 link that has been niggling me for some time – in fact ever since the government began talking about building new nuclear power stations on existing sites because the local residents are presumed to be less sensitive to the location!
Presumably, government thinking would be that to redevelop the Heysham facility without an M6 link would be unthinkable. Many of us can still remember the chaos on the roads when the current plants were being built and nobody these days seems to be able to consider rail as an alternative.
If it were decided to go ahead and extend at Heysham, as long as the plans were in place for a road, it could most certainly be built before work actually started on the reactor and if this were the case, funding would probably no longer be the major issue it is now. In the grand scheme of things it would be a mere drop in the ocean.
So, has planning permission been pushed into place just in case? Does this mean that without further nuclear power at Heysham there will definitely be no road? Should we be very resistant to any nuclear redevelopment at Heysham?
As ever, more questions than answers, although it would help to explain some very irrational planning decisions.
